HI Anne,
   Yes, you can refer to an OT as far as I know; I think it is a "lateral" referral i.e. on the same professional level as LC, but we can't refer to say a neurosurgeon or some such specialist; am I right on this, everyone??
   Is it legal for an OT to see a mom & patient w/out referral from the ped: YES.   The issue isn't legality but insurance coverage; many will not cover without a primary care referral.  If mom is OK with private pay, go for it.. and good luck to this mom & baby.
