I meant to also say, that these cases are not rare.  We hear about the
highly publicized ones, but they are not rare.  There are relatives and
family friends that think they are doing a 3 year old a service by calling
CPS.  Most callers don't realize the extent of their actions, meaning they
don't realize that children will in many instances be taken away, even if
only for a short time.  Any time away from mom and dad is not in the best
interest of most children.
