I agree with the suggestions about humidifying the bed room air and saline nose drops.
Mom can also bulb suction the mucus after using the drops.
I found it best to close on nostril while suctioning the other.
I'm "booger man" at home and not just "Diaper man"

Also important mom not let this bother her mor than it bothers the baby.
