Milk is part of the school lunches here in Hawai'i too.  If a child
cannot drink milk, the parents are responsible for supplying an
alternative.  This is a bit ridiculous as the majority of the population
is of Pacific island or Asian ancestry.  I would guess that I would not
be going out on a limb by saying that the majority of the population is
lactose intolerant.
