Usually the change comes through some combination of CST, releasing of  
restricted frenula ( if that's part of the scenario, often it is, the palate is 
 high and arched as a result of the restriction, which limits the ability 
of the  tongue in utero to broaden and flatten that high arch), and 
breastfeeding if the  baby can, and the mom can tolerate. After the release, doing 
some light  facilitation, sort of encouraging the baby to put the "new tongue" 
through its  new range of motion, can help the process. Muscle moves bone, 
but it takes time,  weeks or even months. That's been my experience anyway.
