In the first week of life, we need enough milk to keep baby active, 
hydrated, and having the appropriate number of diapers.  (1 wet/ get out 
the meconium on day 1; 2 wet/several transitional stools on day 2; 3 
wet, starting to get yellower stools on day 3-4; full feeding by day 
5).  If breastfeeding is a little behind, but the baby is still in good 
shape in the first few days, a lot of breastfeeding and some 
milk/colostrum expression to feed baby with in a spoon or cup or 
whatever is helpful.  I don't pull out the artificial stuff unless baby 
is in bad shape and we are getting nothing out of mom.
