The WHO info on infant feeding in emergencies has been posted to Lactnet. This booklet is designed for mothers. If you have contacts involved in the disaster in Asia the following paper might also be very useful. It goes into quite some detail of the pitfalls of infant feeding in disasters.

Borrel et al. (2001). From policy to practice: challenges in infant feeding in emergencies during the Balkan crisis. Disasters 25: 149-163.
I can email a copy of this paper if you have contacts who would use it and are unable to otherwise access it.
