There are definitely other methods of testing an infant for allergies.  Have
her look into NAET testing.  My now almost 7 yr old had horrible open
weeping rashes on his cheeks and at 10 months I took him to a naturopath and
had this done.  I had a restricted diet, but very doable.  It was tough to
eliminate white sugar, wheat, dairy, chocolate, strawberries (during
strawberry season at that!) etc. and then to not see any results after 6
WEEKS!  well, by 8 weeks it started going away!  we also gave him extra
vitamin C, probiotics, and some other homeopathic drops.  after that we
started adding things back in and it was definitely wheat!  by the time he
was 2 we could begin having wheat, but I think when his gut was so permeable
as an infant, he developed the sensitivity to wheat and it got out of
control (it took me months of thinking it had to go away eventually, to
finally get him tested!).  once it got under control and his gut matured
then he could tolerate some wheat.  We could see little red bumps on his
cheeks when he had too much.  now he doesn't seem to have a problem with it.
