From a home care site 
To make normal saline solution 
    1.  Boil tap water for five minutes 
    2.  Add ¼ teaspoon table salt to 8 ounces  boiled water      
    3.  Store in a clean, covered container 
    4.  Allow solution to cool completely before using  it 
    5.  Change the solution daily
This is what I was also taught many years ago,  when I first became a 
visiting nurse.
