Someone asked awhile ago, and forgive me if this information is to late,
but what states have passed legislation.  Elizabeth Baldwin, an attorney
and working with LLLI stated in an article in May 95 :
Ldgislation has passed in
Florida
Virginia
N. Carolina
Michigan
New York
Similiar legislation is pending in Texas
Illinois
Nevada
New Jersey
Wisconsin
Ohio
Utah
California
I know Nevada and Utah passed for sure, and California did*not*
Others have commented on their states legislation.  Hope this helps
