Hi Carol,
I'd recommend three things.
1.  Have mom let baby lick or nuzzle her nipple, even if she does not
plan to breastfeed directly, this can be really good stimulation.
2.  Watch her pump, and make sure the pump flange fits her, if her
nipple is being entrapped in the nipple tunnel, she will not get good
milk removal.  If she needs a bigger flange, help her get one.
3.  Consider changing pumps.  I like the Ameda lact-e best personally,
but whichever of the major company's pumps she is using, try the other.
  Some moms just respond better to one over the other.
