I just happen to be in the middle of collecting some research for my son's
7th grade science paper and the topic is water pasteurization with a solar
cooker.  Boiling water is not necessary to kill pathogens.  Heating water to
60 degrees Celsius (140 degrees Fahrenheit) rapidly kills Rotavirus,
Shigella, E. coli, Salmonella, and cholera.  Hepatitis A is killed at 65
degrees Celsius (149 degrees Fahrenheit).  Simple solar cookers can
pasteurize about a liter of water per hour.  Water can also be pasteurized
in a clear plastic bottle sitting in the sun.  An inexpensive Water
Pasteurization Indicator can be purchased from Solar Cookers International
for $6.00.

I don't know if anyone is currently recommending pasteurization over
boiling/not boiling water to mix with formula but it's a safe and simple
solution that uses little or no natural resources.  The cost of formula is
high enough!  Human milk can also be pasteurized at home to inactivate the
AIDS virus.  Unfortunately I couldn't convince my son to include this
interesting fact in his science project!
