It would seem to me that in the US we have a very clear distinction between
"prescription drugs" which are only available by prescription from someone
with an official provider number such as a physician, and then we have
"non-prescription drugs" and "food supplements" and vitamins and foods.  If
it requires a prescription, then writing a prescription for it is
"prescribing".  If it doesn't require a prescription, then suggesting that
someone go to the grocery store or the drug store and buy it over the
counter is NOT "prescribing" and a health care professional could not be
held liable if the person was harmed by it.
