Sounds like if a working mom needs something more reliable than a purchased pump to keep her milk up, one could say the ins co decided how long she can do it. Of course she can pau the rent herself, but the ACA promised "free", etc.

I asked that question of our DME who is great at providing breast pumps for moms. The response to me was that the insurance companies were dictating what type of breastpump and the length of time they were allotted for rental. If they covered both a rental or purchase the mom could decide.
