The question is posed: "Can a non-IBCLC perform a Lactation consult?"

The answer is: It depends on the scope of practice associated with the
level of education/training the person has.

Whether or not the person is getting paid (or) can get insurance to
reimburse the care is **irrelevant** to scope of practice.
Doctors/lawyers/dentists/psychologists/ANYONE doing pro bono work is held
do to the same standard of care for their paying and non-paying
clients/patients.

For the two types of breastfeeding helpers suggested in the original
subject line, the Lactnet Archives no doubt offer a wealth of views on what
such folks "can" and "can't" do.

The Scope of Practice (SOP) for IBCLCs can be easily found on the IBLCE
website under "Professional Standards."  Coupled with the Clinical
Competencies (CC) also found there, the level and degree of skilled
clinical lactation care an IBCLC is capable of performing is quite broad.
The certification attests to the validity of having IBCLCs consult on such
**clinical** care ("International Board Certified Lactation Consultant").

You have to hunt for it, and it is buried in the Candidate Handbook, but
the scope of practice for the CLC is found on the website for the testing
arm of that organization, TALPP.org. It does not offer the clarity and
specificity of the IBLCE SOP/CC, but echoes many of the same types of
education and support.  Note, however, that the certification is for
**counseling** care ("Certified Lactation Counselor").

USLCA has many advocacy pieces on the topic of IBCLC SOP on their website;
they are worth a peruse.
