If you go to #10 of Recommendations on the AAP Statement on Bfdg & the Use of Human Milk,

you'll find:  

# Increased duration of breastfeeding confers significant health and developmental benefits for the child and the mother, especially in delaying return of fertility (thereby promoting optimal intervals between births).196
# There is no upper limit to the duration of breastfeeding and no evidence of psychologic or developmental harm from breastfeeding into the third year of life or longer.197 

So they're not saying "Do it" yet.  They're being very careful, just like you said. It's more like   they're saying "You don't have to wean just because you got to the year we recommended in the 1990's. It's okay to keep bfdg even past two---or more---if you want to."

To me, it really sounds like they're *easing American women into the idea" of getting closer to the WHO recommendations.  And yup, you'll note it says "child" not "baby"~~~~just like we'd like!
