Are there any policies/procedures in place about breastfeeding,
supplementing, etc?  If not, I would make that an early priority for
you.  Then when someone is acting against the P/P, you and the
higher-ups have something concrete to show her how her behavior doesn't
measure up.  It doesn't always help, but it is at least something.
You mentioned she is a grandma.  If she's and "old enough" grandma,
console yourself with the fact that natural attrition does eventually
weed out the deadwood through retirement.  If you can get the new wood
off to the right start (and if attitude toward breastfeeding is a hiring
criteria) eventually, only the good wood remains (in theory at least).
