Yes, we do know that babies cannot cope well with a lot of caregivers. 
Babies learn about relationshipsand how to interact with many people in the 
future by first learning how to interact with just a few. Bruce Perry, an 
internationally recognised  expert on childhood trauma, talks about learning 
about relationships like learning a language. If you have one or two 
caregivers you learn their language well, you can then learn other languages 
at a later date. If you have many caregivers it's like being exposed to many 
languages at once (imagine someone speaking to you one day in German, the 
next day Chinese, the day after French, then English, Spanish, Bahasa etc 
etc)- you learn no language well.
