Quite honestly, Jennifer, I'd stay out of this one. I've been asked about
similar situations in the past, and had to testify in court cases, and my
experience has led me to just not go there! Anything involving this kind of
situation just has the potential for so much misery for everyone that I (not
normally in the habit of shirking any unpleasant confrontations in aid of
breastfeeding, as you might be able to tell!) would just stay out of it
(which, of course, is not to say that the guardian/foster mother shouldn't
*do* it - only that you shouldn't be involved).

She might better put her energies and good intentions into parenting "as if
she were breastfeeding" - doing everything except feeding at the breast.
