Look for respiratory problems.  Mukai et all "Ankyloglossia and
Deviation of the Epilglottis and Larynx" found that some kids with
tongue tie also had a malpositioned larynx, and they had difficulty
breathing during feeding and when put down.  I would refer to an ENT,
and do all the usual things to try to recover mom's milk supply.  Baby
may need to feed very very often for a few minutes, with his head very
extended in order to be able to breathe while feeding.  May sleep better
in sidelying with head extended.
Good luck to this poor mom.
