Suggestions for a simple, concise, one page outline:

Headings at top such as in a business letter or memo, ie; to and from.
Title in bold, ie; "Comparison of ......".
Then down the left side in bold; Concept, Background, Discussion,
Recommendations
Concept : (what it is)
Background : (history, research, facts to back up your view)
Discussion : (benefits to org and other groups, challenges to make it happen)
Recommendations : (education, support, and management to make it happen)

If you already sent in your proposal, your outline and the outcome would be
interesting to read about.
