At my local hospital, 2 doses of abx are given 4 hours apart during labor. 
If only one dose is given we do CBC with dif on baby for a baseline and 
watch.  C sec isn't necessary.  She may want to consider doing most of labor 
in hospital instead of home to be sure she gets at least 2 doses.  Baby 
isn't automatically given abx.  Personally I have observed that most moms 
who get one dose have no problems and their baby has no problems.  Strep in 
a newborn is scarey and can be lethal, but with good protocols followed a 
vag delivery is safe.
I hope Dr Wight chimes in here :-)
She might consider going to another OB, who is less prone to do a
c sec.  The C sec rate in this country is out of control.
