I am sure it would be. I am Dutch, living in the Netherlands 
(Holland) and I would certainly be very, very upset if someone 
breastfed my child without my previous consent. I don't think I would 
even let my sister nurse my daughters, although I would have be happy 
to nurse her children if she had asked me to.

I don't see any relation between being Dutch and nursing a strangers 
child. We have appalling breastfeeding rates. I think only mothers 
who breastfeed would even think of putting a baby on the breast to 
calm it. So that may be a factor, but not being Dutch... If she is 40-
something or 50 breastfeeding was not fashionable in her 'baby days'.
