Hi I am an LC in Central New Jersey and I have a question for all of the
professionals out there. If a patient is requesting a second opinion of
another Doctor, can the first Doctor refuse to release that patients records
because that is their office policy? As a nurse I always thought that the
record belonged to the patient. If this is true does anyone know what rights a
patient has in regard to his medical records?  I realize that this might be
off the track but I find as an LC we counsel our patients in so many ways and
we always strive to be advocates for them.
