I am a USPS postal worker as well as a LLL Leader, among other things!  : )
As I recall, formula samples are sent bulk mail which means if it's refused by the addressee, the PO just tosses it.  If someone refused it, knowing how cramped for space many POs are, the person refusing would be encouraged to toss or otherwise find a home for it.  If she didn't want to--just plain refused it--I would imagine that the PO could/would donate the refused samples, most likely to a local food shelf, because I believe there is a rule that such donations can only go to a non-profit organization.  I have a question in to our hub office on this, for clarification.
Magazines and periodicals are not considered bulk mail.    Books, such as those mentioned by Lois are classified as "bound printed matter", and as such would be stamped "refused--return to sender" with postage due.
I can't tell you what UPS does.
