Here are some possibilities.
1. How supportive is the baby"s nurse?  Some NICU nurses are
fantastic with their breastfeeding help.  Others.......Well, we've
been there already.  If she has experienced multiple caregivers for
her infant, she may doubt whether the one at that moment is helpful.

2. How many other infants is the nurse responsible for at the same
time?  No matter how great the nurse may be with breastfeeding, she
may have to alternate between helping this mom and tending to the
needs of her other charges.  The LC is more likely to be able to be
there as long as mom needs.

3. Along with #2, are the nurses more rushed than the LC?  Even on a
subconscious level, mom may sense  a "Hurry and get on with this, I
have other things to do" from the nurse.

Even before the baby is able to nurse, I tell pumping moms that the
NICU nurses are generally very helpful with the techniques of
breastfeeding, but if she is having problems, she can contact us.
(I may briefly discuss basis elements of effective latching if her
baby is likely to be able to go to breast in the next week.)  This
way I find that the moms aren't so dependent only on the LC to help.
