My first thought, though not an answer to your actual question, is what other solids are they eating?  There are other sources of calcium and vitamin D besides cow's milk.  

My now 12 year old son has never had a glass of plain cow's milk in his life (his choice!  My older son loves it!) but eats a varied diet and I'm confident is fine with calcium and vitamin D intake.
