Ours have gone up as well.  No official fingures yet, but the rate was
about 18% and now seems closer to 24%.

In my area at least this can be traced it to 2 things....

1) Doctors in my area are no longer encouraging VBACS and in fact
discourage it based on a study that was published regarding uterine rupture
rates that were higher than initailly thought.  This I can go along with,
uterine ruptures are UGLY and we are only a level 1 hospital. We do not
have 24 hour coverage of in house anesthesia and doctors do not stay in
house when a lady having a VBAC is in labor....so this could be a recipie
for disaster.

2)The HORRIBLY high rate of inductions...about 40%....leading down the
slippery slope of more and more intervention until a c/s is all that is
left. A common reasons for induction given by the docs I work
with....Maternal discomfort and "social" reasons   ARRRRRRGH!!!!!   :(
