I highly doubt the staining on baby's teeth is permanent.

Enamel is a tough substance (the hardest and strongest in the body) and would
take more than occasional useage to do any damage.  It's more likely that the
plaque present on the teeth absorbed the staining, similar to using a
disclosing solution when teething kids to brush teeth to show where the
plaque collects.  So a good cleaning would probably remove it, considering
how gentian violet actually washes out of clothes relaitvely easily.

Most parents I see aren't doing a very good job of brushing their children's
teeth, because they don't realize how sticky plaque is!  This might help the
mother see what she's dealing with when brushing teeth better than anything
else.
