What about cutting holes in the bra to let the nipples "be themselves"?  Is she comfortable without a bra altogether?  Or there's a tanktop instead of a bra.  Mom puts it on, bends over, tucks the tanktop into the crease under her breasts.  It would be a much "kinder, gentler" bra, and stays put fairly well.
