I have little to add to what Carol and Nancy said, but I would suggest that
*if the baby is symptomatic*, an IV is not just preferable, but actually the
only reliable treatment.  It is faster, and the sugar levels rise more
reliably.  In most cases the IV does not have to be there a long time, and
it allows the baby to start breastfeeding if he can, or to get appropriate
milk to him if he cannot.

I think the use of glucose water by mouth is fine.  It is rapid intravenous
pushes of glucose without a maintenance that is likely to cause rebound
hypoglycemia.  Rebound from oral glucose?  I doubt it.
