Why does she have to carry it on-why not check it? Tell her to freeze the milk in the hotel ( ask the hotel to put it in a freezer overnight if she doesn't have a frig in the room), wrap it in newspaper, and then place in ziplock bags in a small cooler. She can also put the cooler inside a piece of luggage and check it. Or she can FedEx it overnight to her home from the hotel.
The milk bank where I used to work shipped milk in newspaper all the time without dry ice, or other devices. Newspaper is a great insulator. Place the milk in a nest in the center of the cooler and crumple newspaper around it to fill in the spaces.
