A further thought as regards the breastfed baby with eczema, to add to my other comments:
     Sometimes when a person "eliminates dairy", they don't completely do so.  Sometimes people don't perceive certain dairy products as such - sometimes it is just an oversight, sometimes it is the power of advertising.  Is the mother taking whey powder (from bovine - i.e. cow - milk)? or cow's milk-based yoghurt? (some people don't consciously think of yoghurt as cow's milk.)  Or is she using sauces with whey or milk solids (invariably bovine) among the ingredients? or ingesting lactose-free cow's milk, thinking if it has no lactose it'll be safe/  (the power of advertising!)
     However, my guess is that the baby is reacting to *other* allergens, instead of (or as well as) bovine proteins.
