Actually there is no law forbidding the advertising of formula here in
Norway.  There is a voluntary agreement between industry and the gov't, from
1981, that has worked relatively well so far.  But now Nestlé and a domestic
manufacturer of formula and other baby foods both have adverts in materials
for new mothers, though no formula is pictured or mentioned in the ads.
Both companies have warmlines and invite new parents to use them, 'for all
your questions about infant nutrition', which is in violation of the letter
and the intent of the WHO code, but not in violation of Norwegian Law.
