As a Child Health nurse I would look at several things about babe in my
clinic setting,
        1. Check palate thoroughly (can be missed)
        2. Uterine infection  Query any retained products that may inhibit milk
production
        Then as LC woul suggest to Mum
        1. Try finger suck training.
        2. Change of position at Breast e.g. football hold.
        3. Encourage small meal/snack and drink while actually breast feeding
(each feed)
        The above has worked for some of my clients.
        I guess you have tried the above but it may help
