I have known a couple of women with hyperprolactinemia who have
sucessfully breastfed, but usually it is more a concern about the
prolactin levels being too high, rather than too low.

My first question is - what is or was causing her hyperproctinemia?
Is there a pituitary tumour or some other dysfunction that is
affecting the pituitary gland and now causing this problem?

One other comment - Peter Hartmann's research on changes in breast
size during pregnancy suggests that the changes can occur after
delivery.  What I am suggesting is that it may still be possible for
this mother to lactate, given the right hormonal milieu.
