I haven't researched this particular disease, so my comments are
generic:

Wouldn't the safest and most conservative course of action to take on
behalf of the baby be to do a blood draw at birth, test for the virus
itself (rather than performing an antibody test), and if positive,
direct the mother to exclusively breastfeed as long as possible?  And if
negative, and all other modes of transmission to the baby had been
eliminated, then inform her that breastfeeding would pose an
unacceptable risk?
