If a toddler is anemic or has a low hematocrit, iron supplements
directly to the child are generally helpful. Concerns about iron
absorbtion apply to newborns and young infants (under 6-7 mos old) when
solids are unneccessary.  Two year olds are meant to be eating other
foods as well.  Very allergic children are often reluctant to eat
solids.  Perhaps mom can try sources of iron that he has not been
exposed to yet (lamb, pork), whatever meats they don't generally eat.
If the family is vegan, supplements are probably the best bet.
