It is not necessarily a matter of being concescending to want to be sure written info is at a "low" literacy level.  Sometimes it is dictated by whatever organization ro institution we work in or with.  When I was writing anything to be given out at the hospital, including the notebook given to all OB patients, we had to be sure it didn't exceed the required litercy level.  I tell you it can be quite a challenge!
