Dear Heather, my son always sounded "snotty" from birth and he would have little globs of white mucous in his nose. Turns out he was a very allergic baby and once I took wheat, dairy and eggs out of my diet and the cat died, then he cleared up! He has Tourette Syndrome now and his usual tick is mouth or nose noises. 

A louder wheezing or high pitched sound could be relating to disfunction in the esophogus or larynx. Especially if you hear the sounds only after nursing. 

Babies who can't do the suck, swallow, breathe pattern right will go suck, swallow for a few times then make gasping noises to breathe. Some stay on the breast, some come off. A stethoscope used at their throat while nursing can tell you their suck, swallow, breathe pattern.
