Possibly anti-androgen drugs such as spironolactone. 

Alternatively, something I've never heard tried but that theoretically might
help is saw palmetto. Saw palmetto is sometimes used by women with PCOS who
are combatting hirsutism, inappropriate body hair that is the result of
hyperandrogenism. I have also found a couple of obscure mentions of saw
palmetto being used for "agalactia" and breast hypoplasia-- in other words,
no milk and poor breast development. 

Any chance this mom had PCOS?  If so, metformin is another possibility.
