You might consider making molds and casting them with a light-to-medium-density urethane foam. Something self-skinning. With some investment up front you could then make batches as needed. Some props by their nature just have to be considered expendable. The urethane will be stronger than the styrofoam. But the skin colors may not be very pretty. Paint only lasts so long.

Balsa wood is no better than the styrofoam.
