A bit too detailed, but your point is made. Who reviews those applications
and who pays fees for the reviews? One of several reasons local government here
in California requires archaeologists to be RPA certified is that no one at
the city/county has the time to review such an application. Moreover, if there
is a violation that requires discipline, the city/county can file a grievance
to RPA and let them deal with it. When I was there, just such a thing happened
and it really caused the dust to fly.
