I used to work for NPS.
The Chief Ranger IS a law enforcement ranger, and the article says that she
was present, and summoned others.
No excuses. I think they failed to do their job

Not all rangers are "law enforcement" - no arrest, search, seize, detain,
nor pursue authority. Same thing for other Fed agencies as well.
