Actually, the uniformed personnel in the National Park Service whose job title is "ranger" are law enforcement officials who can arrest, search, seize, etc.

Not all uniformed personnel in NPS areas are rangers. In fact, most of those that you see are not. Look for guns if you want to know who the rangers are.

  Not all rangers are "law enforcement" - no arrest, search, seize, detain, nor pursue authority.  Same thing for other Fed agencies as well.
