Here in Florida the state will provide a list of archaeologists who are SOPA
qualified and/or members of the Florida Archaeological Council.  The list is
provided upon request  with a disclaimer stating that the state does not
endorse anyone on the list and is simply providing it as information.  The
Archaeological Council urges its members (who are supposed to meet SOPA
qualifications) to also join SOPA.  The council maintains lists of members
and lists of members who provide consulting services.  I'm not sure, but I
think the state list is actually provided by the council.
