Sounds like an "institutional" type burial pattern. Regina mentioned the
Holman & Assoc. work on the Palace of the Legion of Honor burials in San
Francisco, a little earlier, I think. Look at Folsom Prison, military cemeteries,
cemeteries of various Catholic religious orders and "potters fields" for similar
arrangements.
