It is probably (the late) Ron Thomas of MAAR Associates (of Newark DE; I believe no longer exists since Ron Thomas died).  In fact it may be a portion of the report that I wrote.  Either way I think I have a copy of the report tucked away in my storage shed at home.  It would take me a bit of time to relocate it to get the citation for you.
