The "proposed" professional qualifications standards from 1997 (62 FR
33708-33723) are much more rigorous. Over the past couple of years they have
been the standards I (and National Trust for Historic Preservation
attorneys) have used to develop memoranda of agreement (stipulations
involving qualifications of professionals to conduct work) to resolve the
adverse effects to historic properties in Section 106 projects.
