I think the unspoken issue here is that support is not control.  Control,
to me at least, means having the final say over what gets played/recorded
by whom, how much the participants get paid, etc..  While it is indeed the
case that the choice of who gets what grant is a form of control, most
grants to performing organizations are essentially without "aesthetic
strings".
